    Course Description

    This course shall present the good practices in budget management and their role in strengthening public financial management in the areas of Medium-Term Frameworks, Budget Preparation Process, Strategic Budgeting, Elements of Revenue and Expenditure Budgeting; Green Budgeting, Addressing Budget Execution, Monitoring and Reporting Frameworks. Participants will also work in groups on hands-on exercises.

    Course Objectives

    On completing this course, participants should be able to:

    • Demonstrate a better understanding of the relationship between macroeconomic forecasting and budgeting.
    • Appreciate and describe the importance of budget preparation process within a modern public finance management framework, including on green budgeting.
    • Summarize, describe, and analyze the strengths and weaknesses of Bangladesh's budgeting practices, relative to good practices.
    • Demonstrate an understanding of techniques used in analyzing and exercising choices in promoting budget transparency.
    • Demonstrate a better understanding of budget execution issues and their relationship with credible budgeting.
    • Appreciate the key elements of budget monitoring and reporting framework.
