IMF/Netherlands Program - Legal and Judicial Report in Indonesia 2000-2004 - External Evaluation Final Report

Description: The evaluation of the IMF/Netherlands Program for legal and judicial reform in Indonesia was undertaken during July 2004 in Jakarta by a team of three persons appointed by the Government of Indonesia, the Government of the Netherlands, and the IMF. All three are well acquainted with Indonesia and its legal institutions. Together they interviewed over sixty-six persons from twenty-nine institutions and organizations, including IMF and World Bank personnel, judicial personnel, other government officials, private contractors, non-governmental organizations in any way connected with the Program, and foreign donor organizations engaged in relevant programs. The members of the evaluation team and the list of those whom they interviewed can be found in appendixes one and two.

Description: This paper provides background information to the paper “MFD Technical Assistance to Recent Post-Conflict Countries.” The paper presents case studies on eight countries: Afghanistan, Cambodia, the Democratic Republic of the Congo, Iraq, Kosovo, Serbia, Sierra Leone, and Timor-Leste.

Background Paper for Rebuilding Fiscal Institutions in Post-Conflict Countries

Description: The information provided in this paper supplements the information presented in the main Board paper. The main paper discusses experiences in reestablishing fiscal management in post-conflict countries. On the basis of the Fiscal Affairs Department technical assistance recommendations to these countries, that paper identifies key priorities for rebuilding fiscal institutions in a post-conflict setting. This background paper provides more detailed information for the six selected countries—Afghanistan, Bosnia and Herzegovina, Democratic Republic of Congo (DRC), Lebanon, Mozambique, and Timor-Leste.

Macroeconomic and Structural Policies in Fund-Supported Programs - Review of Experience

Description: A Fund-supported program is a package of envisaged policies which, combined with approved financing, is expected to achieve certain economic objectives such as fostering macroeconomic stability and orderly external adjustment, promoting growth and poverty reduction, and reducing vulnerability to future balance of payments problems or financial crises. This paper reviews experience with specific macroeconomic and structural policies intended to achieve these objectives.

Policy Formulation, Analytical Frameworks, and Program Design

Description: The first part of this paper lays out the process of program design and briefly describes some of the analytical tools--including the financial programming framework, the balance sheet approach, and the debt sustainability template--employed by Fund country teams in advising national authorities on policy formulation. The second part of paper seeks to assess how well this process works in practice.
