New Staff Discussion Note “Public Perceptions of Climate Mitigation Policies”

Tackling climate change is an urgent and fundamental challenge in Asia and elsewhere. Building public support for climate mitigation is a key prerequisite to make meaningful strides towards implementing climate mitigation policies and achieving “net zero”. The IMF Regional Office for Asia and the Pacific is holding a seminar on the IMF’s new Staff Discussion Note “Public Perceptions of Climate Mitigation Policies” with its author Era Dabla-Norris, Assistant Director of the IMF’s Asia and Pacific Department. She will discuss results of novel surveys in 28 advanced and emerging economies, including Japan, about how people perceive climate change and what matters for increased support for governments’ climate actions. Akane Enatsu, Head of Nomura Research Center of Sustainability, will join the discussion, followed by a Q&A session.

  • Era Dabla-Norris

    Era Dabla-Norris is an Assistant Director in the IMF’s Asia Pacific Department and mission chief for Vietnam, where she also leads the work on fiscal and climate issues. Previously, she was a Division Chief in the IMF’s Fiscal Affairs Department, working on structural reforms and productivity, inequality, fiscal spillovers, debt, and demographics. Since joining the IMF, she has worked on a range of advanced, emerging market, and low-income countries and published extensively in leading academic and policy-oriented journals on a wide range of topics. Her research has also been profiled regularly in leading global newspapers and magazines such as The Economist, Financial Times, Bloomberg, BBC, and CNN. She is a contributing member of the Global Futures Council of the World Economic Forum. She holds a MA from the Delhi School of Economics and a PhD from the University of Texas.

  • Akane Enatsu

    Akane Enatsu is Head of Nomura Research Center of Sustainability (NRCS), Nomura Institute of Capital Markets Research (NICMR). She joined NICMR in 2012 and was appointed as the Head of NRCS in 2019. Her main research coverage includes public finance and sustainable finance. She has published several books including the Municipal Bond Investment Handbook and ESG/SDGs Keywords 130. She also serves several government organizations as a panel member. Prior to joining NICMR, Enatsu was a credit research analyst for various financial institutions including Citigroup, Barclays, and Merrill Lynch. She earned an MBA from University of Oxford and a PhD (Economics) from Saitama University.

  • Akihiko Yoshida

    Akihiko Yoshida is Director of the IMF Regional Office for Asia and the Pacific since December 1, 2022. He had a long and distinguished career in the Japanese government and served in key positions, including Deputy Vice Minister for International Affairs. He has an extensive experience in international economic policy issues and represented Japan in different capacities in international fora. From 2009-2013, he worked in the IMF as Advisor to the Director of Asia and the Pacific Department (APD), where he led missions to Pacific Island countries and was also responsible for drawing up capacity development strategies for the region. Born in Tokyo, he holds a LL.B. from the University of Tokyo (1992) and a Master in Public Affairs from Princeton University (1996).
