Article IV Staff Reports - A Pilot Project

On April 5, 1999, the IMF Executive Board agreed to a pilot project for the voluntary release of Article IV staff reports. Under Article IV of the IMF's Articles of Agreement, the IMF holds bilateral discussions with members, usually every year. A staff team visits the country, collects economic and financial information, and discusses with officials the country's economic developments and policies. On return to headquarters, the staff prepares a report, which forms the basis for discussion by the Executive Board.

The views expressed in an Article IV staff report itself are those of the staff team and do not necessarily reflect the views of the Executive Board of the IMF or of the authorities. The views of the Executive Board are summarized in a Public Information Notice (PIN) which is attached to the Article IV report. Comments by the authorities on the staff report are also attached, if any were submitted at the time of the Executive Board discussion. The policy for publication of Article IV staff reports under the pilot project allows for the deletion of market sensitive information. Additional documentation prepared by Fund staff for the Article IV consultation may be posted on this website separately as part of Staff Country Report series, and subsequently to the posting of the Article IV staff report.

The Fund will review the experience with the publication of Article IV staff reports under the pilot project after a year. Comments on the reports and the project are invited.
