China: Challenges and Prospects

Chen Jinhua is Chairman of the State Planning Commission of the People's Republic of China. Previously he was Chairman of the State Commission for Restructuring the Economic System. Mr. Chen formerly held positions in the Ministry of Light Industry, and has had a long-standing involvement in municipal planning projects in Shanghai, serving as Vice Mayor and Chairman of the Municipal Planning Commission, among other positions. He also has led projects with the Shanghai Petrochemical Company and has been General Manager of China Petrochemical Company (Sinopec) since 1983.

Stanley Fischer is the First Deputy Managing Director of the International Monetary Fund. Previously, he was the Killian Professor and Head of the Department of Economics at the Massachusetts Institute of Technology (MIT), and from 1988 to 1990 served as Vice President and Chief Economist at the World Bank. Mr. Fischer, born in Zambia, received a B.Sc. and M.Sc. in Economics from the London School of Economics and a Ph.D. from MIT. He has taught at the University of Chicago and MIT and has held visiting positions at Hebrew University and Stanford's Hoover Institution.

William Purves is Group Chairman of Hong Kong and Shanghai Banking Corporation Holdings, plc, a Director of the Hong Kong and Shanghai Banking Corporation Ltd. and HSBC Americas, Inc., and Chairman of the British Bank of the Middle East. He is also a Non-executive Director of Shell Transport and Trading Company Ltd. and the East Asiatic Company. He began his career in banking at the National Bank of Scotland.

Joseph E. Stiglitz is Senior Vice President and Chief Economist of the World Bank and Joan Kenney Professor of Economics at Stanford University. He has served as Chairman of President Clinton's Council of Economic Advisers. He has also taught at Princeton, Yale, and Oxford. In 1979 he was awarded the American Economic Association John Bates Clark Award. Mr. Stiglitz received his Ph.D. in economics from the Massachusetts Institute of Technology and was a Fulbright Scholar and Tapp Junior Research Fellow at Cambridge University.

China's Infrastructure

Dick Cheney is Chairman of the Board and CEO for Halliburton Company, one of the world's largest diversified energy services, engineering maintenance, and construction companies. He served in several positions in the Nixon Administration and on the transition team for President Gerald Ford as his Deputy Assistant and Chief of Staff. He was also Wyoming's Congressman in the U.S. House of Representatives for six terms. He left public service after serving in the Bush Administration as Secretary of Defense, and was awarded the Presidential Medal of Freedom by President George Bush.

Jack Cizain is Executive Vice President, in charge of the International Division, and a member of the Executive Committee of Electricité de France. He began his career in the French Ministry of Industry, where he was first appointed Technical Advisor then Chief of Staff to the Minister for Small and Medium-Size Businesses. He joined the Renault Group and later the Alsthom Group, where he has worked in several capacities.

Joseph Ferrigno is President and Chief Executive Officer of Prudential Asia Infrastructure Investors Ltd., Hong Kong. Previously, he was with Bechtel Enterprises, as Senior Adviser, and before that as Managing Director based in Hong Kong. He served as Head of international project activities at Lehman Brothers, where he pioneered the development and financing of the first infrastructure project in Asia using a Build-Operate-Transfer scheme. He later founded Ferrigno & Associates, a specialist infrastructure financial advisory firm based in Hong Kong whose clients included some of the largest construction companies and airport terminals in East and Southeast Asia.

Yao Zhenyan is Governor of the State Development Bank of China. Previous positions include Vice Director of the State Planning Commission, Chief Executive President of the State Energy Investment Corporation, Vice Minister of the Ministry of Water Conservancy and Electric Power, and Director of the Capital Construction Department at the Electric Power Ministry.

China’s Environment: Growing Greener?

William K. Reilly is CEO of Aqua International Partners, a private equity fund sponsored by the U.S. Overseas Private Investment Corporation dedicated to investing in water projects and companies in developing countries. He also is a principal at the Texas Pacific Group in San Francisco. He has served as Payne Visiting Professor at Stanford University, Administrator of the U.S. Environmental Protection Agency, President of the World Wildlife Fund, and as head of the U.S. delegation to the 1992 Earth Summit in Rio de Janeiro.

Andrew Steer is the Director of the Vietnam Country Department of the East Asia and Pacific Region at the World Bank. Since joining the Bank, he has worked on economic and development policy issues in Bangladesh, Indonesia, Nigeria, and Thailand and has served as Director of the Environment Department. Before joining the Bank, he taught at the University of Cambridge.

Xie Zhenhua is Administrator of the National Environmental Protection Agency of the People's Republic of China. He is also Vice Chairman and Secretary-General of the Environmental Protection Commission under the State Council and Secretary-General of the China Council for International Cooperation on Environment and Development. He graduated from the Engineering Physics Department of Qinghua University, and received his Master Degree of Law from Wuhan University.

Household Security in China: Health and Pensions

David de Ferranti is Director of the Human Development Department at the World Bank, which leads the Bank's work on education, health, nutrition, population and social protection. During his tenure at the Bank he has managed programs in Latin America, Africa, and Asia. He has also held senior management and policymaking positions in the U.S. federal government, and has directed public policy analyses for Rand Corporation.

Guo Shuqing is Secretary General of the State Commission for Restructuring the Economic Systems in the People's Republic of China. He has served in the State Commission in several other capacities, including as Director General of the Department of Comprehensive Programming and Experimenting. He holds a Ph.D. in Comparative Social Economic Systems from the China Academy of Social Sciences, and has published numerous books and articles on issues of economic reform in China.

Masahiro Yamada is Managing Director and Member of the Board of Nippon Life Insurance Company. During his 30-year tenure at Nippon, he has held numerous senior management positions in the International Securities Investment Department, International Planning Department, Actuarial Department, among others. He obtained his Bachelor of Law Degree from Hitotsubashi University.

China: Using Capital Markets to Mobilize Investment Resources

Chen Yaoxian is Vice Chairman of the Securities Commission of State Council and Vice Chairman of the China Securities Regulatory Commission of the PRC. Previously, he was Deputy Governor of the People's Bank of China, where he held several other senior positions during his tenure, including Assistant Governor, Division Chief and Deputy Director General. Mr. Chen also worked at the People's Bank of China Changchun and Jilin Branches early in his career.

Edgar Wai-kin Cheng is Chairman and Managing Director of the World-Wide Investment Company Limited, an investment holding company. He is also the Chairman of the Council of The Stock Exchange of Hong Kong, Vice President of the International Federation of Stock Exchanges, and Vice-Chairman of Hang Seng Bank Ltd. Mr. Cheng was a Hong Kong Affairs Adviser and a member of the Preparatory Committee as well as a member of the Selection Committee for the Hong Kong Special Administrative Region of the National People's Congress.

Robert D. Hormats is Vice Chairman of Goldman Sachs (International). He has served as a Senior Staff Member for International Economic Affairs on the National Security Council and acted as Senior Economic Advisor to Secretary of State Henry Kissinger and National Security Advisor Brent Scowcroft, and Zbigniew Brzezinski. He also held positons as Senior Deputy Assistant Secretary for Economic and Business Affairs at the State Department, Ambassador and Deputy U.S. Trade Representative, and Assistant Secretary of State for Economic and Business Affairs.

Zhu Xiaohua is Chairman of China Everbright Holdings Co. Ltd. and China Everbright Group Ltd. Previously, he was Director-General of the State Administration of Exchange Control and Deputy Governor of People's Bank of China, where he held several senior positions during his twelve year tenure. Mr. Zhu also worked with the International Monetary Fund and the Xinhua News Agency in Hong Kong.

China: One Country, Two Financial Systems

Norman Chan is Deputy Chief Executive of the Hong Kong Monetary Authority (HKMA). His responsibilities within the HKMA cover monetary management, payment and settlement systems, debt market, administration and finance. He started his career in the Hong Kong Government as an Administrative Officer, and was later appointed Deputy Director (Monetary Management) of the Office of the Exchange Fund and Executive Director of the HKMA when it was established in 1993.

Chen Yuan is Deputy Governor of the People's Bank of China, a position he has held since 1988. Previously, he worked at the Beijing Municipal Committee of the Chinese Communist Party, serving as Director of the Department of Commerce and Trade and as a member of the Standing Committee. He also has held positions on the West City District Committee of the CPC and in the State Planning Commission. Mr. Chen graduated from the Chinese Academy of Social Sciences in Beijing with a Master of Arts in Economics.

Paul Volcker was Chairman of the Board of Governors of the U.S. Federal Reserve System from 1979 to 1987. He worked in the Federal Government for almost 30 years, serving in office under five presidents. Mr. Volcker serves as director and consultant to a number of corporations and non-profit organizations. He recently retired as Chairman and Chief Executive Officer of Wolfensohn & Co., Inc. upon the merger of that firm with the Bankers Trust company, of which Mr. Volcker became a director.

China: Food Security and the Rural Economy

Trevor Flugge is a grain grower from Katanning, Western Australia, and Chairman of the Australian Wheat Board. He is Chairman of the CSIRO Field Crops Sector Advisory Committee, a Director of Shenzhen Southseas Grains Industries, People's Republic of China, and of Five Star Flour Mills, Egypt, and a member of the Rabo Bank Advisory Board.

Justin Yifu Lin is Director of the China Center for Economic Research at Beijing University, teaching both there and at the Hong Kong University of Science and Technology. He has received numerous recognitions for his contributions to the fields of agricultural and development economics, has held teaching positions at universities around the world, and has published extensively. He also serves on the Steering Committee of the Network for Agricultural Policy for Asia and the Pacific. Mr. Lin earned his M.A. in Political Economy from Beijing University and his Ph.D. in Economics from the University of Chicago.

Ernest S. Micek is Chairman, CEO, and President of Cargill, Inc., a global merchandiser, processor and distributor of agricultural and other commodities, based in Minnesota. He is Chairman of the U.S. Trade and Technology Policy Group and a member of the executive committee of the National Association of Manufacturers. He also serves in a variety of advisory and oversight roles at several U.S. universities.

Sun Xiaoyu is Vice President of the Development Research Center of the State Council of China. Previously, Mr. Sun served as Vice Chairman of the Taiwan Issue Office of the State Council. He also has held positions on the Standing Committee of the National Peoples Congress and the Ministry of Foreign Affairs. Mr. Sun was educated at the University of Grenoble in France.

Preparing for Economic and Monetary Union in Europe

Michael C. Deppler is Director of the European I Department at the International Monetary Fund, which includes all European Union countries. His career at the Fund has included an extended period in the Research Department where he was Chief of the division responsible for the Fund's World Economic Outlook.

Joly Dixon, a national of the United Kingdom, is Director for International Economic and Financial Matters in the Directorate-General for Economic and Financial Affairs of the European Commission. Mr. Dixon has been a guest scholar at the Brookings Institution and served as Financial Counsellor of the Delegation of the European Commission in Washington, D.C. He is a member of the cabinet of the President of the European Commission.

Gert Jan Hogeweg is Head of the Monetary, Economics, and Statistics Department of the European Monetary Institute. Previously, he was with the Nederlandsche Bank in a wide range of positions, including Manager of the Money and Capital Markets Department. He also served as Alternate Executive Director at the International Monetary Fund for the constituency that includes the Netherlands.

John Lipsky is Chief Economist at the Chase Manhattan Bank. He also serves as the Director of Research of Chase's Global Bank and is a member of the Chase Manhattan Corporation's Policy Council, the bank's senior policymaking body. Earlier in his career, he worked at the International Monetary Fund and was Chief Economist for Salomon Brothers.

Michael Mussa is the Economic Counsellor and the Director of the Research Department at the International Monetary Fund. Before joining the Fund, he was a long-time member of the faculty of the Graduate School of Business of the University of Chicago, where he held the William H. Abbott Professorship of International Business. He has also served as a Member of the U.S. Council of Economic Advisers, and has published widely.

Massimo Russo is Special Advisor to the Managing Director of the International Monetary Fund, where he also served as Director of the Fund's European (later European I) Department with responsibilities for overseeing relations with new member countries from Central and Eastern Europe. Previously he worked for the Organization for Economic Cooperation and Development and as Director General for Economic and Financial Affairs at the European Commission.

Procurement Opportunities in World Bank Operations

Raghavan Srinivasan is Chief Procurement Adviser at the World Bank, where he is responsible for the policy formula-tion and oversight of procurement of goods and services(over US$25 billion annually(in Bank-financed operations. He also advises borrowers on procurement matters and outside groups on business opportunities in the World Bank. He has been with the Bank for over 20 years.

Richard Stern is deputy Vice President, Human Resources, at the World Bank. Earlier positions at the Bank have included Director, Industry and Energy Department, Manager of Global Telecommunications Programs, as well as country-oriented assignments in China, Indonesia, and Eastern Africa. Formerly, he worked for the United Nations Development Programme in Ethiopia and the Institute for Development Studies in the United Kingdom.
